это делают не владельцы, а городские власти — и именно каждый год автоматом цена слегка подрастает
странный налог. если в недвижимости происходит ремонт, достройка и т.п. то есть стоимость меняется, но владельцы же не будут после каждого ремонта делать переоценку если они не собираются его продавать. значит у властей не будет адекватной цены дома на момент уплаты налогов. или они заставляют раз в год делать переоценку?

если дом твой и ты его не продаешь, то о каком налоге идет речь? прибыли же нет никакой.
но понятное дело что надо будет платить за землю и комунальные разные платежи.
